Indian public contracts run EOT through the Authority Engineer or Engineer-in-Charge, with the hindrance register as the culturally standard contemporaneous record. When a claim reaches a tribunal years later, the quality of that register is what is actually being judged.
A hindrance the AE has countersigned is far harder to dispute than one the contractor logged alone. The register tracks signature status per entry so the site team keeps chasing it.
Period is computed from the two dates, so the claimed duration is arithmetic rather than argument. Continuing hindrances stay open with follow-up reminders.
Authority, Engineer, neutral, contractor, or under review. Employer-side causes such as land acquisition and clearances are the distinction the register exists to prove.
